Cheap Hotels in Madeira: How to Keep the Whole Stay Cheap

Stay on the Aerobus Line

The Aerobus runs from the airport through central Funchal out to the Lido strip and Praia Formosa. A room near a stop means a $6.37 (€5.55) prepaid ride instead of a metered taxi. That choice alone can save more per trip than a night's difference in room rate on a short stay.

Choose a Base the Tours Collect From

Funchal, Caniço, Santa Cruz, Machico and Câmara de Lobos are pickup points for the cheapest day tours. A room in one of those areas removes the need for a car just to reach a trailhead or a viewpoint, and our tours versus car section shows the prices.

Buy a GIRO Card at Arrival

The GIRO card costs $0.57 (€0.50) once and then every ride is cheaper, as the table in moving around on a budget sets out. Two or three rides and the card has paid for itself, and it saves hunting for coins at the bus door.

Sort by Total With the Tax Included

Funchal, Calheta and Santa Cruz each add $2.30 (€2) per person per night, capped at 7 nights. A listing a few cents cheaper per night in a taxed municipality is not cheaper at all once the tax lands. Read the booking total and check how the tax is shown, because some municipalities publish no confirmed tax at all.

Consider Quartos or a Hostel With an AL Number

Rooms in a host's own home, called quartos, and licensed hostels are the two cheapest official accommodation types under Portugal's Alojamento Local regime. Both must carry an AL registration number that platforms are legally required to display. Verify it free on the RNAL search before paying, as the hostels section explains.

Stay Seven Nights or More in One Continuous Funchal Booking

Funchal caps its tourist tax at 7 nights, a maximum of $16.07 (€14) per continuous stay. Book one uninterrupted stay of a week or longer in the same Funchal establishment and the 8th night onward adds no tax. This is how the rule works, as the city's own FAQ states that an interrupted stay restarts the count.

Hostels Under the AL Rules

An AL establishment of the 'estabelecimento de hospedagem' type may call itself a hostel only when dormitory guests outnumber room guests. Since 4 February 2021, under Portaria 262/2020, hostels must meet specific requirements to use that name. In plain terms, a listing calling itself a hostel is a regulated category, not a marketing word, and that gives you a standard to check against.

Quartos: Rooms in a Host's Home

The 'quartos' modality covers rooms let inside the host's own residence, with a legal maximum of three units. This is often the cheapest roof in Madeira because the host has no separate property overheads. Expect to share the house with the owner and to show your passport at check-in, as all AL operators must register foreign guests.

How to Verify an AL Number

Every AL unit, hostels and quartos included, receives a registration number in the format NNNNNN/AL, and booking platforms are legally required to display it. You can check that number free on the RNAL public search run by Turismo de Portugal, which lets you search by name, address, type or municipality. If a listing has no number, or the number does not return a result, the unit is advertising illegally and you have no protection.

Camping in Public Forest Areas

Camping in Madeira's public forest areas requires a licence from the Instituto das Florestas e Conservação da Natureza, IFCN, and is limited to designated sites, including the overnight option in the Ponta de São Lourenço protected area. The fee table sits in a regional Portaria that we could not read, so we print no camping fee here. The IFCN page does not publish the amounts in a form we could verify, which is a gap worth knowing before you plan a tent-based trip.

Way In Compared

The Aerobus is the budget workhorse and the taxi is the convenience option, and the pass option only pays off if you will keep riding. Our sum: two adults taking the Aerobus prepaid pay $12.74 (€11.10) total, plus two GIRO cards at $0.57 (€0.50) each.

What This Means for a Budget Arrival

If your room is in central Funchal or on the Lido strip, the Aerobus is the clear cheap choice, and the last departure at 22:00 covers most arrivals. If your room is in Caniço or anywhere off the Aerobus line, add a taxi or a local bus to the total before you decide that the room was cheap. The official tariff publishes no fixed airport-to-Funchal taxi fare, so treat any flat quote you see elsewhere as a guess.

Passes and Tickets Compared

Day passes exist for the municipal and intermunicipal networks, but they exclude the Aerobus. The Regional Tourist pass is the only one that includes it. On-board tickets are cash only, with no card payment accepted, so carry coins.

When Each Ticket Pays Off

If your room is in Funchal and you mostly walk, pay per trip on a GIRO card at $1.66 (€1.45) municipal and $2.30 (€2.00) intermunicipal instead of buying any pass. If you make one intermunicipal return trip a day, the intermunicipal pass starts to make sense. The Regional Tourist pass is our pick for a base outside the city or for a plan that mixes city buses with an airport trip, because it is the only product that covers the whole island including the Aerobus.

Free Beach Days

Praia Formosa is the largest rolled-pebble beach on the island, about 2 km long, with free access. During the bathing season it has areas of black sand, lifeguards, showers and toilets. It sits at the end of the Aerobus line, which is one reason the Lido strip scores well in our base comparison.

Bathing Complexes for a Few Dollars

Funchal's municipal bathing complexes, Lido, Ponta Gorda, Barreirinha, Praia Formosa and Doca do Cavacas, charge $6.89 (€6) for individual entry in the 2026 tariff, with reduced rates for young people and retirees. Praia Formosa itself, Praia de São Tiago and Lido Poente have free access. That makes a swim day possible for nothing at Praia Formosa, or for $6.89 (€6) inside a complex.

Porto Moniz Pools

Where a Transfer Beats a Car

The PR1 ridge walk between Pico do Arieiro and Pico Ruivo is a one-way problem. You start at one trailhead and finish at another, so a car means a long road shuffle or a second driver.
